It is twenty-three years since a general Bankruptcy bill passed the House of Representatives. There have been several attempts made to pass one, and the Lowell bill, passed with great earnestness in the Senate, was twice sent by that body to the House to be allowed to perish there in the face of an opposition that appeared to be insurmountable. |
